Smokers need to collect their butts

Thank you for your editorial piece "Campus ban removes smokers' rights." However, it neglects to mention one of the main problems with smokers: the fact that they just throw their butts on the ground no matter where they are at.

Their littering is a constant eyesore (not their "right"). Now, many would prefer they be given hefty fines (and possible jail time) every time they cavalierly flick their butts onto the ground, but a complete ban seems to be the easiest way to control this form of littering.
