The author's comparison breaks down for the following reason: There was plenty of debate as to whether landing a man on the moon was worth the expense. But there was no debate on how to do it. That was left to the engineers who understood the problem.
With today's issues, most everyone agrees on the sort of thing that should be done (with the likely exception of climate change), but there are strong disagreements about how to do things. Having Congress (most of whom have little to no practical experience in health care, climate science, finances, etc.) rush through massive spending bills may not be the best thing. Many would argue that this path is sure to cause more harm than good.
